PROBLEM
For the City of Everett, Washington Water Filtration Plant – Phase 2 Capital Upgrades Progressive Design-Build Project, our client, Kiewit, need supplemental turnkey proposal management consulting to lead the statement of qualifications and subsequent request for proposal. Although they have a national proposal team, they didn’t have the resources to manage this pursuit internally – either proposal development or graphics.

SOLUTION
Ideas at Dawn provided turn proposal management consulting for both the statement of qualifications and proposal phase. Working with the Kiewit team and their engineer, we managed the process from the early stages of strategy and messages before the SOQ came out to development of the proposal. The management involved weekly status meetings, color reviews to final production. In addition to the management, Ideas at Dawn led the development of the content, layout, and graphics working with the subject matter experts to refine the document at each review, up until final submission of the SOQ.

RESULTS
The client shortlisted the Kiewit team during the request for qualifications phase. Unfortunately, Kiewit had to drop the project during the proposal phase, so we do not know if we would have been selected. The team produced a good pink and red team document, however.

James W. Fowler (JWF) had multiple strategic pursuits coming out around the same time in the Northwestern United States and only one proposal manager to do it all. This was not going to work. They were looking for a bit of everything, from writing, editing, layout, graphics, and turnkey proposal management consulting. Over a period of 6 total months, Ideas at Dawn worked with the JWF team to help with 10+ proposal pursuits for multiple large public best-value projects, which included working simultaneously on several at one time. The team provided whatever JWF’s proposal manager needed. From writing a cover letter or resume, to review recovery and editing, and turnkey proposal management consulting. This process gave the team a focused approach to maximize the time spent on proposals. Ideas at Dawn also provided us with a professional proposal document that promotes our brand standards and provides clients with a clear and concise document that responds to their requirements.

RESULTS
From the first pursuit we collaborated on, we (Ideas at Dawn) proved that we could balance the pursuit process on multiple proposals and manage a multitude of priorities while always meeting deadlines. We would draft text that matched the tone of the rest of the document. Because of Ideas at Dawn’s involvement, the JWF team was free to focus on the strength of the team message, and we handled the rest. We helped them streamline their pursuit process and produce professional proposal documents without exhausting their team. Although the mental health of their team is a priority, we also helped them get shortlisted or win two of their strategic pursuits. For the CDOT I-70 Floyd Hill CMGC pursuit, our client, Kraemer North America, needed supplemental turnkey proposal management consulting. They have one full-time marketer supported by operations and business development teams. This pursuit was one they had been tracking for decades and it was coming out in the next six months they wanted the best for leading their pursuit. But their marketer didn’t have the capacity to dedicate to this must-win project.

SOLUTION
Six months before the RFP was supposed to be released, Ideas at Dawn began working with the team using our 6-step proposal framework, beginning with refining the capture and strategy development. Although the RFP was delayed almost a year, we continued working through strategy and prework honing in on the message and getting ahead of the schedule leading to the proposal. This included organizing the entire team, setting schedule, helping with editing and writing, creating 2D and 3D graphics, and finalizing a top-notch RFP response. Ideas at Dawn then helped lead the team with interview prep and the presentation to the CDOT.

RESULTS
Kraemer was shortlisted in Step 1 as one of three firms to be interviewed by CDOT. Working through multiple weekly coaching sessions, we developed scripts, slides, 3D graphics and videos to communicate the team’s message. In early January 2022, the team was notified they were awarded the 5-year, $500 million CMGC project, the firm’s largest win to date, that will set them up for success moving forward in many ways
